Candidate Bio
I am Dave Pemble and I am running for the Hastings City Council At-Large Position.
I think it is very important to support your community in any way you can. I'm currently retired after a long career as a Lead Nuclear Machinist at Prairie Island Nuclear Power Plant.
I recently served 4 years on the District #200 School Board. I got interested in the school board after serving on the School District Facilities Committee. I decided to not run for re-election as I had accomplished my goals within that position.
I have served on the Hastings Public Safety Advisory Commission, 2030 Comprehensive Plan Committee, and Park and Recreation Commission.
I have also served on the Hastings Police Reserves for over 25 years.
I am currently a very active member of the Cemetery Board over at Lakeside. If the weather permits, many afternoons you can find me over there working the grounds.
My experience in city politics is varied and I think that gives me a perspective to be open to new ideas while looking back at what has worked in the past.
Being retired, but active, gives me time to devote to the citizens of Hastings and be an asset to the Hastings City Council.

What would be your top three priorities if elected?            
  1. Finding new growth in the community by providing an incentive for builders.
  2. Looking for new jobs and jobs that pay with benefits.
  3. Review the comprehensive 2040 plan to make sure we are on track with the long range goals established in the plan.  
 
How would you characterize the business climate in Hastings and what is the role of businesses supporting quality of life issues in the community?
It’s slowly picking up, however businesses need to be enticed to look at Hastings.  We need more than just retail businesses.  Industries should be the focus to expand our tax base. 
 
What role do you think the city should have in attracting and retaining jobs, and what steps would you take to solicit new businesses to, and retain existing businesses in, Hastings?
I plan to promote the community wherever I go and be an enthusiastic spokesperson for Hastings.  The role of the city is to search out new business opportunities including industrial  and manufacturing companies that will provide good wages and benefits to employees. This will bring jobs to Hastings while also providing a great opportunity for the city to grow.  
 
What policies, if any would you support to help employers address the labor shortage? 
We need to make Hastings appealing to all ages so they will want to come and live and  work here. 
 
Do you support any specific employment related proposals in Hastings (such as minimum wage, sick time, or mandatory scheduling notice)?  If so, what steps would you take to understand the impact of an ordinance on the many types of businesses in Hastings and how would you define any exceptions to those policies?
 Not at this time, we should be following the state and local guidelines, but keep an open mind to the needs of the community  
 
Public safety and rising crime rates are of serious concern to the business community and residents.  What strategies or policies would you propose to address public safety issues facing your community?
 “See something, say something.” Public safety is everyone's job.   Building or rebuilding neighborhood watch and adding a ring doorbell directory to assist the police department. 
 
What strategies or policies would you propose to address housing issues facing your community?
The need for housing is really a need for growth for the community as a whole, by having new companies that pay well with benefits. The city council and staff need to work with interested builders to provide them the tools they need to create a variety of housing options for Hastings.   
 
What strategies or policies would you propose to address transportation issues facing your community?  Have your strategies or views changed on transportation since we’ve seen shifts in road use, public transportation use, work from home models, etc. due to the pandemic?  
To have growth in a community you need public transportation such as buses on a regular schedule.   This includes not only running from Hastings to the Twin Cities, but also to the surrounding areas.   I would also continue to examine the opportunity to look into high speed rail as an option.  These ideas make the community more inviting for those who are looking for a place to live and work.  
 
What are your priorities for the City’s Budget?
Making a balanced budget is my priority as well as being a good steward of the tax dollars we collect. 
 
What will you do to expand Hastings’ tax base?
Promoting the community and the advantages to having your business in Hastings. Making better use of the Hastings Industrial Park with industries that will benefit our community.  

How will you work with K-12 and post secondary educational institutions and businesses to ensure our region develops and retains an educated workforce? 
Continue to work with the school district to promote the quality of education in Hastings and all that it has to offer. The 4 years I served on our school board will be very beneficial in  collaborating with the current district superintendent and board. 
 
Are there any services currently provided by the city that you believe should be cut back or eliminated?  Are there new opportunities to share services with other entities?  
There are no current services or opportunities that need adjustment at this time that I am aware of.  I look forward to reviewing all the services that Hastings has to offer when I am elected to Hastings CIty Council.
 
What is the role of the City Council in fostering increased minority and women owned business in Hastings?
The council needs to foster a welcoming approach to all that would like to live, work, and grow in the community in Hastings.
 
What further policies can Hastings adopt to help the business community recover from the COVID-19 pandemic?  
To continue to communicate with the business community about resources that are available from state and federal entities to assist in recovery.
