Emy Johnson, Director of Theft & Fraud Operations Assets Protection, has been with Target for over 27 years. Over the years, Emy has led teams in a variety of capacities, in Corporate Responsibility, Assets Protection, Healthcare Theft & Fraud, Market Investigation, Communications and Community Relations, and has received numerous outstanding commendations, such as the Top 10 Global Women in Leadership Forum Connector Award in 2014, the 2013 Women in Business Award as well as being chosen by Target for distinctive leadership development programs and to represent the company at numerous public relations events around the country. Since the beginning of her career, Emy has volunteered her time extensively within the community, most notably on the boards of Shoreview Community Foundation and Northeast Youth and Family Services, as well as on the board of directors for both the Lake Johanna Fire Department and Upper Midwest Community Policing. A past Public Policy Fellow at the Humphrey School of Public Affairs, Emy has a B.S. in Police Science and Master’s in Human Development. She and her husband of 20 years successfully raised their three children in Shoreview, and have recently celebrated their 19th year of residency.
1. Why are you running for public office?
From an early age, I learned the concept behind contributing to one’s community. I was fortunate to be born into a family that has dedicated their lives to the idea of servant leadership. My upbringing in South & North Dakota provided me a foundation of solid morals and values. Working hard was not required; it was an expectation. And being an active member of the community was just what everyone was accustomed to. Having spent the last 27 years working for a major retailer, my professional life has afforded me the chance to learn abundantly about two words: LEADERSHIP and SERVICE. This is what makes me so well qualified for city council. The experience I have had leading teams that work to protect company assets, keeping employees and consumers safe, and driving extensive community engagement I can now turn around and use to protect and grow the economic stability of Shoreview, keep our citizens and their families safe, and collaborate with others to pursue a common goal for the Common Good.
2. Please list any endorsements you have received
I am incredibly fortunate to have the support of many: residents, business owners, family and friends. I am most appreciative of the support and encouragement I have received, particularly from those I have been able to work alongside with and serve these past few years as city councilmember.
3. What is the biggest challenge facing your city and how would you address it?
Shoreview is a fully developed community, and there are pros and cons to that – particularly as we have continuous interest in economic growth and redevelopment. Continuing to grow our economy while protecting and enhancing the beauty of Shoreview is a challenge future city leaders will have to navigate. The key, as neighborhoods transition and young families make Shoreview home, is to ensure our infrastructure continues to support and maintain a healthy balance.
4. What would be your top three priorities if elected?
I am dedicated to helping Shoreview in three key areas:
5. How would you characterize the business climate in your city? What, if anything, would you do to improve it?
As a current president of the Economic Development Authority for the City of Shoreview, I have had the opportunity to review the many benefits of growing businesses in our city, benefits that include job growth, business retention, and economic expansion. I am supportive of any idea that will help grow and sustain our city’s economy and yet retain Shoreview’s base of locally owned businesses. Keeping in mind that there is little land left in Shoreview for big box stores, my efforts for the city would be to focus on redevelopment of aging and outmoded facilities.
6. Should local government be actively involved in attracting and retaining jobs? Why or why not? If so, please describe the role of local government in this process.
Yes, when the government is able to draw the type of business that provides jobs and stimulates our local economy. As an example, we were able to attract Allied Financial and bring 200+ jobs to the City of Shoreview. I believe this type of development does much for our city: brings in new families, children to our schools, and keeps our current residents employed and cared for. In this case, Shoreview’s city staff worked with Allied Financial to locate the right facility, highlighting its appeal and affordability in a great location.
7. What do you think should be the top transportation-related priority of the East Metro?
One of our top priorities is to build the infrastructure to support the current usage of suburban communities. Additionally, I think it will remain important to ensure that all public transportation options are made available to our residents.
8. Many communities and government entities in the East Metro collaborate to provide services to their residents in an effort to operate more efficiently and cost effectively. Do you believe there are additional opportunities to deliver public services more efficiently in your community and if so, please explain?
The public safety infrastructure that we have in place is an exemplary model of shared services.
9. Do you believe there are any services that are not currently provided by your city or the county but should be and, if so, what please describe the services?
No – we are fortunate to have a well-established infrastructure.
10. Do you believe there are any services that are currently provided by your city or the county that should be cut back or eliminated and, if so, please explain?
At this time, we are fiscally responsible city and are continuously looking for ways to maximize tax-payer dollars.
11. Is there anything else you would like to share?
It has been a pleasure serving Shoreview as a city council member these past four years. I take this responsibility seriously, and I hope the residents will select me on November 8th so I can continue working for our community.

- Community Safety: Working collaboratively with both Ramsey County Sheriff’s department and Lake Johanna Fire Department on all facets of public safety, from prevention and risk mitigation to partnership– whether it’s Night to Unite or Citizens’ Academy—we need to continue working together, providing superior services for our citizens that ensure the safety of our community.
- Advancing and Establishing Partnerships: Key programs that support the retention and expansion of businesses and new partnerships that result in the type of success the Annual Business Exchange has seen will continue to mark Shoreview as a great city to live and work.
- Sustaining Shoreview’s High Quality of Life: I was able to help with the development of a new retail center at Lexington and I-694 as well as the advent of a premier grocery store, an economic development which brings to Shoreview businesses and restaurants much in demand from our residents. Furthermore, the maintenance of those benefits that support the health and well being of our citizens, such as our parks, trails and community center, has become one of my main initiatives.
